Chief editor of the music edition Live Karabas Igor Panasoin writes in his blog about the decision of the security service to deny entry to contestants from Russia at Eurovision-2017 Yulia Samoilova for three years.

The story of the ban on entry the Russian singer this story is not about Julia Samoylova and Eurovision, and not even about public debate of Ukraine with Russia. It is about the attitude of the Ukrainian state and society to its own laws.

Almost three years that there is a war in the Donbas, the musical process in Ukraine is painted in the chaotic political tone. The disruption of concerts, protests, waterskii attack in the network daily. This froth of emotions and cold provocation is usually no sense, nor constructive. Why? Because participants in the debate and conflict has nothing to rely on except his deeply personal and subjective experience of the position.

No official decision is no, and the concert (for example, the group ONYX in Kiev in 2015) disrupted by strange people in masks. All went home, no trial, no investigation.

The story Samoilova other. It has a clear legal formula of crime and punishment.

Why the singer had violated Ukrainian law? Because it was in the annexed Crimea.

Why is it not good? Because the law “About the I zabezpechennya rights freedoms gromadyan TA legal regime on tymczasowo of akupavany terior of Ukraine” (article 10, paragraph 2) prohibits the entry to the Peninsula, bypassing the Ukrainian checkpoint.

What is that worth? A fine of 100 to 300 tax-free minima or 15 days of detention – this reads “the Code of Ukraine about adminstration pravoporyadka” (article 204, second section).

Can the SBU not to let such a person into the country? Maybe because it is written in the law “About legal status nazemtsev that osib without gromadyanska” (article 26).

At the basis of any discussion on the subject, good or bad to forbid the entrance of the singer from Russia – not more than lyrics. In which each of us certainly has the right. The organizers of “Eurovision”, though upset, but I respect the decision of the SBU. Because the organizers of “Eurovision” used the laws to respect, and not to wipe them.

Episode Samoilova – the first truly loud and clear precedent on the field okolomuzykalnyh battle for the last three years. It is the fulcrum. And this support wants of all.

The moral law within us, which wrote one of the great German, it’s precious. But it only works in short social radius. To near and dear people we are more or less ready to go. Should we go to the store or office, and we are often willing to live without moral law. It is therefore necessary to state laws, which pacify all our mud.

We each have our own unique configuration of moral law. Even “thou shalt not kill” for one person is an axiom, and another whim, a symbol of weakness. And if you don’t register in the criminal code the relevant article, the question “is it possible to kill a passerby on the street?” is quite a debatable topic. Criminal article makes this debate absurd.

This clarity is lacking in the everyday life of the music industry, where Ukraine and Russia. Is it bad to give concerts in Russia? To give an interview to the Russian media? To organize concerts of Russian artists in Ukraine?

Everyone answers these questions according to that same moral law that everyone has their own. After the official law no. And the result is a classic farce in which just two or three comments to recriminations in the notorious #zrade.

My moral law, for example, does not allow me to condemn Ukrainian artists who perform in Russia. I think this is still a demonstration of our cultural relics.

And premiums in Russia – this is now a personal matter artists. The only request to them and to their PR people: don’t then ask shamefully cut from the interview with the mention of the “Golden gramophone”. Be courageous, not pissing. And from your double standards make me sick!

And so, I imagine the situation, when in Ukraine the law stipulates this. For example: “the tours of Ukrainian musicians in Russia, communication with the local media and the official awards in Russia in the period of the ATO are not illegal acts.” Or: “the tours of Ukrainian musicians in Russia, communication with local media and to receive their official awards in Russia in the period of ATO is forbidden.” And then – on the responsibility for the violation.

It instantly translates conversations on the subject in an ordered plane. Don’t like the law, go protest at the square. The absence of such a law – one of the particular manifestations of the General unwillingness of the Ukrainian state to accept the karma of war. It is the state, is still sitting with one ass on two chairs.

But it’s simple. Hundreds of kilometers of state borders are not controlled. Boundaries are not Poland or Romania, and with Russia. We must defend ourselves.

Repel the law: the concerts of Ukrainian artists in Russia detrimental to Ukraine’s security, they are strictly prohibited, period. No?

Then write: it’s okay that our musicians play in Russia, the main thing that they did not come back on the Russian tanks.

It may seem strange, but personally I agree with any of the versions of such a law. Because my moral code is my own business. And security of the country – total.
As for Samoilova, despite the legality of the ban, I think it should be fined 300 minimum and receive. It’s fun, painless for girls is fraught with competition, it is helpful for the budget. And most importantly – the law.
